A CSO, [REDACTED 1] informed that two transferees (minors) did not have IDs. I informed [REDACTED 1] to ask the SCA representative to make a copy of her transferee escort form. [REDACTED 2] from SCA said she did not have the form. The boat numbers of all transferees were taken down. [REDACTED 3] and [REDACTED 4] were the two without ids.
